国土空间规划体系下历史街区保护规划三性研究——以南京秦淮区为例

摘　　要：在新的国土空间规划体系下,历史街区保护规划作为历史文化空间保护专项规划中承上启下的关键环节,迫切需要更强的应对规划实施的传导性、保护整治的管控性和开发利用的指引性。从历史街区保护规划编制的技术角度进行评估以促进保护工作的反思与改进,通过建立“传导性、管控性、指引性”三性研究框架,剖析南京秦淮区14个历史街区保护规划三性方面的不足,分析得出秦淮区历史街区保护规划编制出现的“规划建设失调、非遗保护失范、公众参与失位、旅游发展失衡”四大问题,基于评估结果与典型案例实证分析,进一步挖掘其根本原因,最后从价值导向、技术方法及管理体制等方面提出三性提升的相关建议,从而推动新的国土空间规划体系下历史街区保护规划转型。Under the new national land space planning system,the historical block protection plan,as a key link between the preceding and the following in the special plan for the protection of historical and cultural space,urgently needs stronger conductivity in response to the implementation of the plan,control of protection and remediation,and guidance for development and utilization.From the technical perspective of the preparation of the historical block protection plan,an assessment is conducted to promote reflection and improvement of historical protection work.By establishing a three-quality research framework of"conductivity,control,and guidance",the author analyzes the deficiencies in the three aspects of the planning of 14 historical blocks in Qinhuai District,Nanjing.The four major problems of"disordered planning and construction,disordered intangible cultural heritage protection,dislocation of public participation,and imbalanced tourism development"in the preparation of the historical block protection plan in Qinhuai District are analyzed.Based on the evaluation results and empirical analysis of typical cases,the root causes are further explored.Finally,relevant suggestions for improving the three qualities are put forward from the aspects of value orientation,technical methods,and management system,so as to promote the transformation of the historical block protection plan under the new national land space planning system.
