摘 要:早期产业园区规划过于重视生产功能,随着城市化进程加速和经济结构调整,近年来问题逐渐显现。产业园区转型升级已成为促进城市可持续发展的关键举措之一。文章提出,以保租房为突破口,加快推动产业园区向产业社区转型。产业社区是以产业发展为基础、融入城市生活功能、实现产业要素与员工居住及生活协同发展的新型产业集聚区。建议出台产业社区建设指导意见,完善产业社区规划,明确产业社区建设标准和程序,加大用地、金融等政策保障,加快建设一批保障性租赁住房及邻里中心。With the acceleration of urbanization and economic restructuring,initial designs of industrial parks paid too much attention to the production function,revealing latent issues over time.And the transformation and upgrading of industrial parks has become one of the key initiatives to promote the sustainable development of the city.This paper proposes accelerating the conversion of industrial parks into industrial communities by taking affordable rental housing as a breakthrough.An industrial community is a new type of industrial cluster that is founded on industrial development and incorporates urban living functions.It aims to achieve a synergistic growth between industrial components and the living and working conditions of employees.It is suggested to expedite the guidelines for industrial community construction,improve industrial community planning,clarify the standards,increase land and other policy protection and accelerate the construction of a number of affordable rental housing.
