医疗保险参与的幸福感效应:理论机理与实证检验

摘　　要：基本医疗保险制度是政府保障居民的身心健康和提升风险抵抗能力的重要制度安排,对于提高民生福祉具有基础性作用。基于CFPS数据的实证检验结果表明:居民参与基本医疗保险制度可以显著提升其社会幸福感知;在主观层面可以提升未来信心度和主观社会地位,在客观层面可以增加家庭储蓄和消费性支出水平,从而提升居民幸福感;对于被动参保人群、老年人、低收入人群而言,这种幸福感效应更为明显。因此,应持续提升医保覆盖面,增加政策统筹力度,引导优质医疗资源下沉,从而不断提升我国居民幸福感。The basic medical insurance system(BMIS)is an important institutional arrangement for the government to improve people’s well-being.This paper takes an empirical test based on CFPS data and shows that residents’participation in BMIS can significantly enhance their perception of happiness.At the subjective level,it can improve their confidence in the future and their subjective social status,and at the objective level,it can increase household savings and consumption expenditures,enhancing the sense of happiness.This effect of the perception of happiness is much more evident in the case of the passive participants,older people,and the low-income group.Therefore,we should continue to improve the coverage of medical insurance,improve policy coordination,and guide the sinking of high-quality medical resources to continuously and steadily improve the sense of happiness of the residents.
