边疆与内地一体发展的微观视角:清前期地方官员群体与滇东南区域社会治理

摘　　要：清前期滇东南正式纳入大一统政治一体发展进程,经济社会得到较大发展。此与任职滇东南的官员群体的具体治理行为有着较大关系。根据地方文献记载,清前期任职滇东南的官员群体具有一些基本的特点,如主要来自于内地各省,尤以江南地区为多;由于相似的教育背景,因而具有相同的价值观念、道德取向和家国情怀。他们在任职期间,兴修水利、发展农业生产,积极兴办学校传播儒学文化,重视社会教化、改良风俗,稳定边疆社会。通过具体的治理行为,传导了“国家在场”的观念,使得滇东南边疆民族的对内文化认同乃至国家认同进一步增强,对于边疆与内地之间以儒学文化为轴心纽带的凝聚、最终实现经由“中国认同”延伸到对边内一体实质发展的不懈追求具有重要意义。In the early Qing Dynasty,southeastern Yunnan was officially included in the process of integrated political development,and its economy and society achieved significant development.This is closely related to the specific governance behavior of the officials serving in southeastern Yunnan.According to local literature records,the group of officials who served in southeastern Yunnan during the early Qing Dynasty had some basic characteristics,such as mainly coming from various provinces in the mainland,especially in the Jiangnan region;due to similar educational backgrounds,they share the same values,moral orientations,and patriotism.During their tenure,they built water conservancy projects,developed agricultural production,actively established schools to spread Confucian culture,valued social education,improved customs,and stabilized border society.Through specific governance actions,the concept of“state presence”has been transmitted,further enhancing the cultural identity and even national identity of the ethnic groups in the southeastern border areas of Yunnan.This is of great significance for the cohesion of Confucian culture as the axis link between the border areas and the mainland,and ultimately achieving the unremitting pursuit of the substantive development of border and internal integration through“Chinese identity”.
