摘　　要：[目的/意义]在推进应急管理体系和能力的现代化建设中,应急情报工作担负着重要职责。厘清应急情报工作发展的阶段、特征及主要研究内容,对于促进其强有力地承担我国新时期发展的重大任务具有理论价值与现实意义。[方法/过程]采用宏观整体概述与微观重点解析相结合的方法。首先,透过典型突发事件产生的影响、相关管理机构的设置、政策及法律法规文件的出台,将应急情报工作的进展划分为初始化萌芽、体系化建设、信息化发展和智慧化创建4个阶段,论述每个阶段的发展特点;其次,重点以《情报理论与实践》(ITA)的相关刊文为例,从刊文数量、研究力量、研究主题与刊文被引进行实证分析;最后,针对应急情报工作的核心构件,研究应急情报体系的基本框架及运行的支撑理论。[结果/结论]应急情报工作进展特点通过ITA刊文数量和研究主题及演化得以体现,ITA刊文的研究力量及被引分布揭示出情报学领域在应急管理研究中发挥的重要作用与ITA在其中所做出的积极贡献。[Purpose/significance]In promoting the modernization of emergency management system and capacity,emergency intelligence work plays an important role.It is of theoretical value and practical significance to clarify the development stages,characteristics and main research contents of emergency information work in order to promote it to undertake the important task of the development of our country in the new era.[Method/process]This paper adopts a combination of a macroscopic overview and microscopic analysis.Firstly,it divides the progress of emergency intelligence work into four stages:initial germination,systematic construction,information technology development,and intelligent creation,by examining the impact of typical emergency events,the establishment of relevant management institutions,and the issuance of policies,laws,and regulations.It discusses the developmental characteristics of each stage.Secondly,focusing on ITA-related articles as an example,the paper conducts a empirical analysis of the number of articles,research power,research topics,and citations.Finally,with regard to the core components of emergency intelligence work,the paper studies the basic framework of the emergency intelligence system and the supporting theories for its operation.[Result/conclusion]The progress characteristics of emergency intelligence work are reflected in the number and research topics of ITA publications,reflecting the concerns and changes at each stage,and also,the research strength and citation distribution of ITA articles reveal the important role played by information science in emergency management research as well as the positive contributions made by ITA in this field.
