摘　　要：新质生产力是新科技革命催生的先进生产力质态,是推动高质量发展的内在要求和重要着力点,也是推动中国式现代化的主要动力。发展新质生产力需要生产要素创新性配置和优化组合的跃升。在发展新质生产力的诸要素中,最为突出的便是数据要素。数据是数字经济时代生产力的关键要素,以其特殊性区别于传统生产要素,又以关键生产要素的身份,赋能于劳动力、劳动资料和劳动对象,或改变或增强这些要素的功能,从而凸显了它在发展新质生产力中的中心地位。因此,数据要素在新质生产力发展的基本着力点上具有新功能,对提升劳动力素质、创新科学技术、优化生产过程的社会组织、扩展生产资料规模和弱化自然条件约束等方面将发挥重要作用,从而为新质生产力发展注入活力和动力。New quality productive forces is the quality of advanced productivity generated by the new scientific and technological revolution.It is the inherent requirement and important focus of promoting high-quality development,and also the main driving force for promoting Chinese modernization.The development of new quality productive forces requires the innovative allocation and optimal combination of production factors.Among the elements of developing new quality productive forces,the most prominent is the data element.Data is a key element of productivity in the digital economy era.It is different from traditional production factors in its particularity,and as a key production factor,it empowers labor,labor materials and labor objects,or changes or enhances the functions of these factors,thus highlighting its central position in the development of new quality productive forces.Therefore,data elements have new functions in the basic focus of the development of new quality productive forces,which will play an important role in improving the quality of labor force,innovating science and technology,optimizing the social organization of production process,expanding the scale of means of production and weakening the constraints of natural conditions,so as to inject vitality and impetus into the development of new quality productive forces.
