规范与发展并重:我国新兴体育项目的多元共治

摘　　要：顺应新兴体育项目的发展趋势,在新修订的《中华人民共和国体育法》的指导下提升新兴体育项目治理效能是当前我国体育工作的关键议题。笔者使用文献资料、逻辑分析等方法,建立了“体育项目行政管理+市场管理”复合分析框架,对我国新兴体育项目的发展和治理进行了探索性研究。研究表明:新兴体育项目的兴起是我国体育发展从政府主导转向消费和产业驱动的必然结果,其发展离不开新兴体育项目自身的良好基础、政府部门的大力支持和传媒平台的助力。在快速发展的同时,新兴体育项目的管理权责边界、标准体系建设、完善赛事活动乱象、衍生社会问题成为其主要风险。结合国内外相关实践,本研究认为应当将规范与发展并重作为其发展的基本理念,构建政府、社会、市场共同参与的新兴体育项目的多元共治模式,以此进一步推进我国体育治理体系和治理能力的现代化。Conforming to the development trend of emerging sporting events,improving the governance effectiveness of emerging sports under the guidance of the newly revised Law of the People's Republic of China on Physical Culture and Sports is a key issue in China's sports work at present.By using the methods of literature read and logic analysis,this paper establishes the composite framework of“sport event administrative management+market management”,and makes an exploratory study on the development and governance of emerging sports in China.The research indicates that the rise of emerging sports is the inevitable result of sports development from government leading to consumption and industrial drive.Its development cannot be separated from the good foundation of the sports,the strong support of the government departments and the power of the media platforms.At the same time of rapid development,the main risks of emerging sporting events are the obscure boundary of management rights and responsibilities,the construction of standard system,imperfect events phencmesna and the derived social problems.Based on relevant practices at home and abroad,it is believed that the equal emphasis on standardization and development should be the basic concept of the development,establishing a multi-governance model of emerging sports with the participation of the government,society and the market,so as to further promote the modernization of China's sports governance system and governance capacity.
