摘　　要：[目的]分析2013-2021年我国西部地区公共卫生资源配置的公平性和效率,为优化公共卫生资源配置提供参考。[方法]基于基尼系数和集聚度从人口和地理面积2个维度衡量资源配置的公平性,运用DEA-Malmquist指数评价资源配置的静态和动态效率。[结果]2013-2021年西部地区公共卫生资源按人口配置的公平性优于地理配置;资源配置综合效率在0.4~0.5浮动;全要素生产率(TFP)均值为1.039,年均增长3.9%,技术变动效率年均增长1.3%。[结论]西部地区公共卫生资源配置不足,应结合发展实际动态调整投入;公共卫生资源地理可及性欠佳,应侧重优化地理配置;资源配置效率整体偏低,应重点提升技术进步效率;资源配置的省际差异明显,应进一步协调区域间公共卫生发展水平。Objective To analyze the equity and efficiency of public health resource allocation in western China from 2013 to 2021,so as to provide the reference for optimizing the public health resource allocation.Methods Based on Gini coefficient and agglomeration degree,the equity of resource allocation was measured from two dimensions of population and geographical area,and the DEA-Malmquist index was used to evaluate the static and dynamic efficiency of resource allocation.Results The equity of public health resource allocation based on population was superior to geographical allocation in the western region from 2013 to 2021.The overall efficiency of resource allocation fluctuated between 0.4 and 0.5.The average total factor productivity(TFP)was 1.039,with an average annual growth rate of 3.9%,and the average annual growth rate of technological change efficiency was 1.3%.Conclusions The allocation of public health resources in the western region is insufficient,and the input should be dynamically adjusted in line with actual development.The geographical accessibility of public health resources is not good,so we should focus on optimizing the geographical allocation.The overall efficiency of resource allocation is relatively low,requiring an emphasis on improving the efficiency of technological progress.The differences of resource allocation between provinces are significant,so the level of public health development between regions should be further coordinated.
