摘  要:针对目前水源地生态补偿研究大多仅考虑水质单指标来确定补偿标准的科学性不足,且不能满足流域上下游政府之间博弈的需求等问题,本文基于水质和水量双指标研究确定生态补偿基准,提出采用总成本系数修正法和水资源价值法测算生态补偿标准阈值。文中以无分水方案的碧流河水库流域为研究对象,分析计算上下游之间开展水源地横向生态补偿标准的阈值,为政府之间协商博弈提供了参考。In view of the current ecological compensation studies in water source areas,most of which only consider the single index of water quality to determine the compensation standard is not scientific enough,and cannot meet the needs of the game between the upstream and downstream governments in the basin,this paper determines the ecological compensation benchmark based on the study of the dual index of water quality and water quantity,and proposes to use the total cost coefficient revision method and the water resources value method to measure the ecological compensation standard threshold.This paper takes Biliuhe Reservoir basin without water diversion scheme as the research object,analyzes and calculates the threshold value of horizontal ecological compensation standard between upstream and downstream water source,and provides a reference for negotiation game between governments.
