摘　　要：统筹新型工业化、新型城镇化和乡村全面振兴,本质在于通过畅通工农城乡循环、推动人口双向流动和社会融合、促进城乡功能衔接互补,构建经济、人口和城乡发展的良性互动机制,促进城乡融合发展。统筹新型工业化、新型城镇化和乡村全面振兴是一个发展命题,更是一个改革命题。要加快破除城乡要素双向流动、公共资源配置、市场一体化建设等方面的体制机制障碍,通过城乡改革联动、市场联通、数字技术赋能、产业协同、县域率先突破等,高效统筹新型工业化、新型城镇化和乡村全面振兴,促进城乡高质量融合发展。The essence of coordinating new industrialization,new urbanization,and comprehensive rural revitalization lies in promoting the circulation of industry,agriculture,and urban-rural areas,facilitating two-way population mobility and social integration,promoting the integration and complementarity of urban and rural functions,and constructing a benign interactive mechanism for economic,population,and urban-rural development,thus promoting the integrated development of urban and rural areas.Coordinating new industrialization,new urbanization,and comprehensive rural revitalization is not only a development proposition,but also a reform proposition.We need to accelerate the elimination of institutional barriers in the two-way flow of urban and rural factors,allocation of public resources,and market integration construction.Through the linkage of urban and rural reforms,market connectivity,digital technology empowerment,industrial synergy,and county-level breakthroughs,we can efficiently coordinate new industrialization,new urbanization,and comprehensive rural revitalization,and promote high-quality integrated development of urban and rural areas.
