摘　　要：提升集体行动水平是摆脱公共事物治理困境的关键。数字治理平台建设是乡村数字治理的重要维度,本文利用2020年中国乡村振兴调查数据,考察数字治理平台建设对农村集体行动的影响与机制。研究发现,数字治理平台建设有利于促进农村居民参与集体行动。机制检验表明,数字治理平台建设通过增强村规民约有效性、提高农村居民信任程度、扩展农村居民社会网络进而促进农村集体行动。数字接入能力、数字应用能力是影响农村居民利用数字治理平台的重要因素,因此也成为数字治理平台建设促进农村居民参与集体行动的边界条件。当农村居民具有较强的数字接入能力与数字应用能力时,数字治理平台建设对其参与集体行动的影响更明显。基于此,未来应从加快平台建设、促进农民利用两个维度全面推动乡村治理数字化。Improving the level of collective action is the key to solving the dilemma of public affairs govermance.Digital govemance platform construction is an important dimension of rural digital govermance.Based on the rural household data of China Rural Revitalization Survey conducted in 2020,this paper examines the impact and mechanism of digital govermance platform construction on rural collective action.The study finds that the construction of digital govemance platform is conducive to promoting the participation of rural residents in collective action.The mechanism analysis shows that the construction of digital govemance platform promotes rural collective action by enhancing the effectiveness of village rules and conventions,increasing the trust degree of rural residents,and expanding the social network of rural residents.Digital access ability and digital application ability are important factors affecting the use of digital govermance platform by rural residents,and therefore become the boundary conditions for the construction of digital govermance platform to promote rural residents to participate in collective action.When rural residents have high digital access ability and digital application ability,the construction of digital govermance platform has a more significant impact on their participation in collective action.Based on this,the digitalization of rural govemance should be comprehensively promoted from the dual dimensions of"accelerating platform construction"and"promoting farmers'utilization"in the future.
