村社统筹与乡村养老服务新内生发展:过程与机理——基于闽南S村的田野调查

摘　　要：作为农民与集体的重要互动载体,公共服务供给是村社集体经营的重要内容。本文基于闽南S村的田野调查,结合新内生发展理论,提出村社统筹的养老服务供给分析框架,探讨乡村养老服务新内生发展的内在机理。研究发现,村社集体是统合多元主体的核心,体现为对引导富人出资、协助市场主体、争取政府支持、组织老年群体等过程的整体统筹。村社统筹多元主体合作生产养老服务的内在机理表达为村社动力激活和能力建构。受益于外部政策环境催化,村社基于老年群体利益诉求与社区精英话语压力形成养老服务模式创新的主体动力。在此基础上,村社通过组织动员、网络联结、制度赋能三重机制实现了主体结构、资源结构、规则结构整合,由此提升了自身整体发展能力。村社统筹的养老服务新内生发展产生了多重效益,为探索符合广大农村民情的养老服务模式提供了政策启示。As an important interactive carrier between farmers and collectives,the supply of public services is an important part of village community management.Based on the field investigation of S village in southern Fujian and the theory of new endogenous development,this paper puts forward an analysis framework of the supply of elderly care services as a whole by villages communities,and discusses the driving logic of the new endogenous development of rural elderly care services.It is found that the village collective is the core of integrating multiple entities,which is reflected in the overall planning of guiding the rich groups to invest,assisting the market institutions,winning the support of governments,and organizing the elderly groups.The internal logical expression of village community's overall planning of multi-entity co-production and elderly service is village community's power activation and capacity construction.Benefiting from the catalysis of the external policy environment,the village community forms the main driving force for the innovation of the elderly service model based on the needs of the elderly and the pressure of the community elite.On this basis,the village community has realized the integration of entity structure,resource structure,rule structure through the triple mechanism of organization,network connection and institutional empowerment,thus improving its overall development ability.The new endogenous development of the elderly care service coordinated by villages communities has produced economic and social benefits,which provides a political reference for exploring the elderly care service model that conforms to the people's feelings in rural areas.
