美丽乡村参与式治理模式现实困境的内在逻辑与优化路径——基于H省的案例分析

摘　　要：“厕所革命”是美丽乡村建设的重要举措,探寻行之有效的“厕所革命”多元参与式治理模式,既是保障农民群众幸福生活的现实需要,也是推进美丽乡村建设的客观要求。本文结合H省的“厕所革命”审计案例,在参与式治理理论视角下对政府、市场、基层组织、农民四类主体的参与式治理情况进行解构分析,探讨了美丽乡村建设过程中“厕所革命”多元参与式治理模式的运行机制和现实困境。此外,本文还深入分析了造成参与式治理模式现实困境的内在逻辑,即在多元主体的理性经济人特征,多层级政策传导制约以及多元主体间信息不对称性的共同作用下导致了参与式治理的现实困境。同时,针对该困境,本文结合政府、市场、基层组织、农民四类主体的特点分别提出了相应的优化路径。Toilet revolution is an important measure for the construction of beautiful countryside,and exploring an effective multi-participatory governance model of toilet revolution is not only the practical need to ensure the happy life of farmers,but also the objective requirement to promote the construction of beautiful countryside.Combined with the audit case of toilet revolution in H Province,this study deconstructures and analyzes the participatory governance situation of government,market,grassroots organizations and farmers from the perspective of participatory governance theory,discusses the operation mode and practical difficulties of the multiple participatory governance mode of toilet revolution in the process of beautiful countryside construction,and deeply analyzes the internal logic that causes the practical difficulties of the participatory governance mode.Under the joint action of the rational economic man characteristics of multiple participants,the restriction of multi-level policy transmission and the information asymmetry among multiple participants,the realistic dilemma of participatory governance is caused.At the same time,in view of this dilemma,combined with the characteristics of government,market,grassroots organizations,and farmers,this paper puts forward corresponding optimization path.
