摘　　要：世纪之交(1998—2003年)是中国林业实现从木材生产为主向生态建设为主战略性转变的关键时期,剖析这段历史对于深入总结林业发展经验和规律具有重要意义。研究表明:在可持续发展世界潮流和国内经济快速发展的大背景下,正是1998年突如其来的特大洪水以及日益加剧的生态危机,促使国家下定决心探索一条适合我国林业发展的新的道路,进而启动系列林业重点工程、治理生态环境。在林业发展战略研究中提出“生态建设、生态安全、生态文明”三生态理念,出台《关于加快林业发展的决定》,极大推动了林业发展,为提出生态文明建设方略打下理论和实践基础,为新时代林业发展道路的选择提供了借鉴和启示,对进一步深入贯彻生态文明思想,增强林业发展在国民经济中的地位和作用,推进人与自然和谐共生中国式现代化具有十分重要的意义。The turn of the century(1998—2003)was a critical period for China's forestry to achieve a strategic shift from timber production to ecological construction.Analyzing this period of history is of great significance for deeply summarizing the experience and laws of forestry development.Research has shown that against the backdrop of the global trend of sustainable development and rapid domestic economic development,it was the catastrophic floods in 1998 and the increasingly severe desertification that increased the understanding of forestry,and promoted the Chinese government's determination to launch a series of key forestry projects and improve the ecological environment.Propose the concept of“ecological construction,ecological security,and ecological civilization”in the research of forestry development strategy,the promulgation of“the Decision on Accelerating Forestry Development”has greatly promoted forestry development,laid a theoretical and practical foundation to propose strategies for ecological civilization construction,provided reference and inspiration for the choice of forestry development path in the new era.It is of great significance to further implement the idea of ecological civilization,enhance the status and role of forestry development in the national economy,and promote the harmonious coexistence of man and nature in chinese modernization.
