摘　　要：协商民主是社会主义民主政治独具特色的民主形式,而关于协商民主的话语叙事从“人民民主的重要形式”到“实践全过程人民民主的重要形式”的变迁,蕴含着中国特色社会主义民主政治理论创新发展的逻辑,反映我们党对社会主义民主政治建设规律认识的深化,显示了协商民主与全过程人民民主的耦合,突出表现在协商民主从话语准备、价值供给、真谛彰显、过程嵌入与厚度提升等方面,为全过程人民民主准备了基本概念、涵养了目标追求、塑造了独特形态、构成了关键环节和拓展了内容领域,进而为充分释放全过程人民民主的独特制度功能与显著制度优势提供有力载体支撑。Deliberative democracy is a unique democratic form of socialist democratic politics.And the transformation of the discourse narrative about deliberative democracy from“an important form of people's democracy”to“an important form of practicing people's democracy throughout the entire process”contains the essence of socialist democracy with Chinese characteristics.The logic of innovative development of political theory reflects our Party's deep understanding of the laws of socialist democratic political construction,and shows the coupling of deliberative democracy and the whole process of people's democracy.It is highlighted in the aspects of deliberative democracy from discourse preparation,value supply,truth manifestation,and process embedding.It has prepared basic concepts for the whole-process people's democracy,embraced the pursuit of goals,created unique forms,formed key links,and expanded the content areas,thereby fully releasing the unique institutional functions and manifestations of the whole-process people's democracy and providing strong support based on institutional advantages.
