摘　　要：数字时代,具有“权力工具”“技术工具”属性的技术治理实践创新成为推进基层治理能力现代化的有力抓手。本文引入技术治理整体性视角下的双向赋权与主体互动分析框架,结合12345热线实践个案,研究发现,技术治理通过前台社会赋权激发社会表达,实现国家与社会的互相感知;通过中台组织赋权推动组织流程优化与治理重心上移,实现政府职责体系革新与治理效能提升;通过后台空间重塑推动信息研判与政策修正,实现国家与社会多元主体的数字交互。整体性视角下的技术治理由国家与社会的连接器转变为重塑国家与社会关系的参与者,为理解国家、技术、社会深度融合提供了全新视角。In the digital age,technological governance practice innovation with the attributes of“power tool”and“technology tool”has become a powerful starting point to promote the modernization of grassroots governance.The two-way empowerment and subject interaction analysis framework from the holistic perspective of technology governance is introduced,and combined with the practice cases of 12345hotline,the research finds that technology governance stimulates social expression through the front desk social empowerment,and realizes the mutual perception between the state and the society.Promote the optimization of organizational process and the shift of governance focus through the empowerment of middle-level organizations,and realize the innovation of government responsibility system and the improvement of governance efficiency.Through the reshaping of the background space,information research and policy revision are promoted to realize the digital interaction between the state and the diverse subjects of society.Technology governance from a holistic perspective has transformed from a connector between the state and society to a participant reshaping the relationship between the state and society,providing a new perspective for understanding the deep integration of the state,technology and society.
