促进民营经济发展壮大的长效制度分析

摘　　要：良好的制度是民营经济发展壮大的重要保障。发展壮大民营经济,除根据当前的突出矛盾和问题采取支持措施外,还必须将改革成果和好的做法转化为长效制度。促进民营经济发展壮大的长效制度建设的着力点是:聚焦公平竞争审查制度不完善、行政垄断等问题,完善各类所有制企业公平竞争的制度;聚焦产权不清晰、治理不规范、经营管理水平不高等问题,提升民营企业治理的合规性和科学性,建立中国特色现代企业制度;聚焦资本、人才、数据等要素,增强民营企业吸纳优质高端要素的制度。只有统筹推动公平竞争、产权保护、企业治理、资源配置等各项长效制度建设,形成制度建设合力,才能更好发挥制度的约束和激励作用,促进民营经济发展壮大。A good system is an important guarantee for the development of private economy.To develop and strengthen the private economy,in addition to adopting support measures in light of the current outstanding contradictions and problems,it is also necessary to transform the results of reform and good practices into long-term system.The focus of long-term system construction to promote the development of private economy is as follows:focusing on the discrimination caused by the imperfect fair competition review system and administrative monopoly on the private economy,and improving the system of fair competition for enterprises of all types of ownership;focusinig on the problems such as unclear property rights,non-standard governance,low level of operation and management,and to improve the compliance and scientificity of private enterprise governance,and establish a modern enterprise system with Chinese characteristics;focusing on the capital,talent,data and other elements,and to strengthen the system for private enterprises to absorb high-quality high-end elements.Only by promoting the construction of various long-term systems such as fair competition,property rights protection,corporate governance,and allocation of production factors as a whole,and forming ajoint force for system construction,can we give full play to the restraining and incentive role of the system and promote the development of private economy.
