多维视角下档案开放利用的隐私保护问题研究

摘　　要：档案开放利用不断深化的过程中,隐私泄露风险也随之加大,带动了隐私保护问题的进一步研究。基于法律法规、学界研究以及公众实践视角,利用文献分析法分析了当前我国在档案开放利用中隐私保护研究的现状,并在此基础上提出了明确档案个人隐私保护规范;前端控制完善隐私保护细则;规范查档流程;加强监管体系,完善救济制度;提升档案工作人员隐私保护意识;深化公众档案隐私保护教育等提升策略。In the process of deepening the open utilization of Archives,the risk of privacy leakage has also increased,leading to further research on privacy protection.Based on the laws and regulations,experts and scholars,and public practice perspective,using the literature analysis method to analyze the current situation of China's research on privacy protection in the open use of Archives,and on this basis put forward to ensure that the Archives of personal privacy protection norms;front-end control to improve the details of the protection of privacy;standardize the process of archive inspection;strengthen the regulatory system,improve the relief system;enhance the awareness of archive staff privacy protection;deepen the public archive privacy protection education and other enhancement strategies.protection education and other enhancement strategi es.
