摘　　要：应急处置决策需要依赖于准确、完整的档案数据支持。本文从应急处置决策的需求出发,探讨了档案数据管理的理论体系与方法,重点分析了应急处置中档案数据的特征和关键作用。通过结合档案数据管理的全生命周期理论,提出了从数据的收集、处理、存储到利用的系统化管理框架,确保档案数据在整个生命周期内的有效性和可用性。同时,文章还讨论了多元共建共享机制在档案数据管理中的应用,论证了跨部门、跨领域协作在应急决策中的必要性、理论机理和实现路径,为提升应急处置决策的效率和精确度提供系统的档案数据管理方法支持。Emergency response decisions rely on accurate and complete archival data support.Starting from the needs of emergency response decision-making,this article explores the theoretical system and methods of archive data management,with a focus on analyzing the characteristics and key roles of archive data in emergency response.By combining the full lifecycle theory of archive data management,a systematic management framework from data collection,processing,storage to utilization is proposed to ensure the effectiveness and availability of archive data throughout its entire lifecycle.At the same time,the article also discusses the application of diversified co construction and sharing mechanisms in archive data management,demonstrating the necessity,theoretical mechanism,and implementation path of cross departmental and cross domain collaboration in emergency decisionmaking,and providing systematic archive data management method support for improving the efficiency and accuracy of emergency response decision-making.
