摘　　要：综合运用文献研究法和内容分析法,通过对科研档案开放利用的政策体系结构、政策体系变迁和政策体系内容的系统分析,提出当前科研档案开放利用政策体系存在的问题及其优化建议。科研档案开放利用缺乏专门性政策、科研档案开放主体责任与义务不明确、特殊类型科研档案开放利用规定模糊、科研档案开放利用过程缺乏监管。为此,建议明确科研档案开放利用政策制定的价值取向、制定国家层面的科研档案开放利用专门性政策、完善科研档案开放利用的责任规定。Comprehensive use of literature research methods and content analysis methods,through a systematic analysis of the policy system structure,changes in the policy system and policy system content of the development and utilization of scientific research files in my country,and put forward the problems existing in the current policy system of open utilization of scientific research files in my country And its optimization suggestions.The open utilization of scientific research Archives in my country lacks specialized policies,the main responsibilities and obligations of scientific research Archives are unclear,regulations for the open utilization of special types of scientific research Archives are vague,and the process of open utilization of scientific research Archives lacks supervision.To this end,it is recommended to clarify the value orientation of the policy formulation of open use of scientific research Archives,formulate a special policy for the open use of scientific research Archives at the national level,and improve the responsibility regulations for the open use of scientific resea rch Archives.
