基于功能融合的文化和旅游公共服务体系构建与发展模式研究——以浙江省湖州市为例

摘　　要：公共服务是文化和旅游的重要基础支撑。文化和旅游公共服务融合可进一步促进文化传承与创新,为公众提供多元精神文化享受。文章以浙江省湖州市为例,总结其在公共文化服务和旅游公共服务体系融合方面的经验,找出存在的主要问题。研究发现,湖州市文化和旅游公共服务融合发展主要有主体融合、交叉融合和相互转化等模式,在实践中存在政策与制度、机制与人才、认识与定位等方面的问题。今后湖州市在推进文化和旅游公共服务融合发展的过程中,可依托“三建设”和“四提升”工程,进一步提高文化和旅游公共服务融合力。Public services are an important foundational support for culture and tourism.The integration of cultural and tourism public services can further promote culture succession and innovation,providing the public with a diverse range of spiri⁃tual and cultural experiences.This paper takes Huzhou City in Zhejiang province as an example,sorting out its practical experi⁃ence and main problems in the integration of public cultural services and tourism public service systems,and puts forward coun⁃termeasures and suggestions,in hopes of providing a basis for future integrated development.It is found that the development model for the integration of cultural and tourism public services in Huzhou City is mainly characterized by subject integration,cross-integration,and mutual transformation.However,there are still problems in policy systems,mechanism talents,under⁃standing positioning,and local characteristics that need to be addressed in the practical process.In the future,Huzhou City can further enhance the integration of culture and tourism public services by implementing the"Three Constructions"and"Four Im⁃provements"projects during the process of promoting the integrated development of culture and tourism public services.
