摘　　要：全民所有自然资源资产保护和使用规划是“统一行使全民所有自然资源资产所有者职责”指南,是解决自然资源资产保护和使用矛盾,实现自然资源资产价值的基本依据。文中以内蒙古自治区自然资源资产管理和保护实践为基础,分析自然资源资产保护和使用中存在的突出问题,建立分区理论基础,提出先分类分级再归并的规划分区方法,并在方法中实现了与国土空间规划的融合。同时,还提出了县级及以下空间单元全民所有自然资源资产4个分区结论,及以自然资源资产价值实现方式与权利设置为核心的分区保护和使用规则。The planning for the protection and utilization of state owned natural resource assets serves as a guide for the "unified exercise of the responsibilities of the owner of all state owned natural resource assets," and is the basis for resolving conflicts between the protection and use of natural resource assets and realizing their value.Based on the practices of natural resource asset management and protection in the Inner Mongolia Autonomous Region,we analyze the prominent issues existing in the protection and use of natural resource assets,establish the theoretical foundation for zoning,propose a planning zoning method that involves first classifying and grading before merging,and integrate this method with territorial spatial planning.At the same time,it also presents four zoning conclusions for spatial units at or below the county level concerning state owned natural resource assets,as well as zoning protection and utilization rules centered on the methods for realizing the value and the rights setting of natural resource assets.
