摘　　要：随着文化强国战略的推进,社会力量参与公共文化服务已成为推动文化发展的重要趋势。在当前国家战略背景下,如何有效调动和利用社会力量参与公共文化服务体系的建设和完善至关重要。从社会力量在文化强国战略中的功能定位考量,社会力量在赋能公共文化服务体系、满足人民群众多样化文化需求、丰富公共文化产品供给等方面具有重要作用。在现行的政策环境背景下,社会力量参与公共文化服务的发展机遇与挑战并存。针对社会力量面临的现实困境与挑战,社会力量需要进一步发展,发挥多主体协同、资源配置与动力激发的重要作用,内外同步发力、稳步提升质效的发展路径和策略。With the advancement of the strategy of building up China's cultural strength,the participation of social forces in public cultural services has become an important trend in promoting cultural development.In the current national strategic context,it is crucial to effectively mobilize and utilize social forces to participate in the construction and improvement of the public cultural service system.This article starts from the functional positioning of social forces in the strategy of building a cultural power,pointing out the important role of social forces in empowering the public cultural service system,meeting the diverse cultural needs of the people,and enriching the supply of public cultural products.Through the analysis of the current policy environment,this article reveals the development opportunities and challenges for social forces to participate in public cultural services.Based on this,addressing the current dilemmas and challenges faced by social forces,the basic dimensions for further development of social forces are clarified.The important role of multi-party coordination,resource allocation,and motivation incentives are particularly emphasized.It proposes a development path and strategy to synchronize internal and external forces,steadily improve quality and efficiency,providing a theoretical reference and practical path for understanding and promoting the participation of social forces in the field of public cultural services.
