摘　　要：面对全球地缘经济与地缘政治格局正在发生深刻复杂变化的新趋势、新挑战,作为全球最大自由贸易区的RCEP全面实施及其红利初步释放,促进了区域经济一体化进程。展望未来,依托亚洲发展的活力与动力,RCEP蕴藏巨大的潜在红利。从实践看,RCEP原产地规则利用率均偏低,这既有生效时间不长等因素,更有某些结构性因素。为此,RCEP要着眼于亚洲经济一体化的目标与远景,加快推进区域内市场的开放程度,推动已经正式生效的条款落到实处,加快建立强有力的RCEP协调机制,推动RCEP扩容机制化建设,加大RCEP能力培训,以有效释放RCEP巨大的潜在红利。本文分析了RCEP正在重塑亚洲经贸合作新格局的进展,评估了RCEP原产地规则利用率,展望了RCEP实施前景,并提出了推进RCEP全面实施的行动建议。In the face of the new trends and challenges of profound and complex changes in the global geoeconomic and geopolitical landscape, the full implementation of RCEP, as the world ’s largest free trade zone, and the initial release of dividends, have promoted the process of regional economic integration. Looking to the future, relying on the vitality and momentum of Asia ’s development, RCEP has huge potential dividends. From a practical point of view, RCEP faces the challenge of low utilization of rules of origin. Whether it is some ASEAN member states or China, the utilization rate of rules of origin is low. This is due to factors such as the short period of time it has been in force, as well as some structural factors. To this end, the full implementation of RCEP should focus on the goals and prospects of Asian economic integration and accelerate the opening of regional markets;and promote the implementation of provisions that have already entered into force;and it is necessary to accelerate the establishment of a strong RCEP coordination mechanism, promote the construction of RCEP expansion mechanism, and increase RCEP capacity training to promote the full implementation of RCEP, so as to effectively release the huge potential dividends of RCEP. This paper analyzes the progress of RCEP in reshaping the new pattern of economic and trade cooperation in Asia, evaluates the utilization rate of RCEP rules of origin, looks forward to the prospects of RCEP implementation, and puts forward suggestions for actions to promote the full implementation of RCEP.
