摘　　要：发展新质生产力是推动高质量发展的内在要求和重要着力点,因地制宜发展新质生产力则蕴含着习近平新时代中国特色社会主义思想的立场观点方法,是促进生产力跃升的科学方法论。“因地制宜”不仅强调发展的特殊性、自主性,也强调发展的灵活性、差异性。实践中,根据地方资源禀赋、产业基础及科研条件等实际情况,采取因地制宜的策略发展新质生产力,是实现地区高质量发展的重要举措。本文从理论、历史、实践、价值四个维度阐述因地制宜发展新质生产力的内在逻辑,分析了当前各地发展新质生产力过程中面临的现实问题,其中包括忽视地区资源禀赋差异、忽视传统产业转型升级、忽视创新成果落地应用、忽视协同创新与开放创新及忽视生产关系调整等问题,并从探索差异化发展模式、促进新旧产业融合发展、加快技术成果转移转化、推动资源共享和优势互补、调整优化生产关系等方面,提出因地制宜发展新质生产力的政策建议。Developing new-quality productive forces is an intrinsic requirement and an important focus point for promoting high-quality development, and developing new-quality productive forces in accordance with local conditions embodies the position and viewpoints of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, which is a scientific methodology for promoting productivity leapfrogging. “Adapting measures to local conditions” emphasizes not only the specificity and autonomy of development, but also its flexibility and differences. In practice, according to the actual situation of local resource endowment, industrial foundation and scientific research conditions, adopting locally adapted strategies to develop new quality productive forces is an important measure to realize the high-quality development of the region. This paper expounds the internal logic of developing new quality productivity according to local conditions from the four dimensions of theory, history, practice and value, and analyzes the practical problems faced in the process of developing new quality productivity in various places, including ignoring the differences in regional resource endowments, ignoring the transformation and upgrading of traditional industries, ignoring the application of innovation achievements, ignoring collaborative innovation and open innovation, and ignoring the adjustment of production relations, and in addition, from the aspects of exploring differentiated development models, promoting the integrated development of new and old industries, accelerating the transfer and transformation of technological achievements, promoting resource sharing and complementary advantages, and adjusting and optimizing production relations, the policy suggestions for the development of new quality productivity according to local conditions are put forward.
