摘 要:风电机组可通过超速控制提供一次调频备用(primary frequency reserve,PFR)以提升电力系统频率稳定性。但现有备用优化相关研究一方面对风电通过超速控制提供一次调频备用的决策依赖不确定性(decision dependent uncertainty,DDU)刻画尚不全面,未考虑和转速决策有关的物理约束,导致模型无法充分反应风机实际运行工况;另一方面未充分考虑感应发电机效应影响下的风机危险运行区域,可能导致系统实际运行过程中发生次同步振荡,威胁系统的安全稳定运行。针对该问题,该文分析风电一次调频备用中的决策依赖不确定性,并定义禁止转速区间,分析其对风电一次调频备用的影响。在此基础上,建立计及决策依赖不确定性和禁止转速区间的频率约束风火协同备用优化模型,并基于两个测试系统验证风电提供一次调频备用能够提升系统频率稳定性和运行经济性,以及考虑禁止转速区间的必要性。Wind turbines can provide Primary Frequency Reserve(PFR)through overspeed control to improve power system frequency stability.However,the existing research concerning reserve optimization,on the one hand,does not fully describe the Decision Dependent Uncertainty(DDU)of PFR provided by wind power through overspeed control and the physical constraints associated with rotor speed decision,which may result in a model that does not adequately reflect the actual operating conditions of the wind turbine;on the other hand,it does not fully consider the dangerous operation area of wind turbines under the influence of Induction Generator Effects(IGE),which may lead to sub-synchronous oscillations during the actual operation of the system,threatening the safe and stable operation of the system.Based on these two problems,this paper analyzes the DDU of wind power providing PFR,puts forward the definition of prohibited rotor speed zone and analyzes its impact on wind power PFR.On this basis,a frequency-constrained wind and thermal power coordinated reserve optimization model is established considering DDU and prohibited rotor speed zone.Based on the analysis of two cases,the positive effects of wind power providing PFR in improving system frequency stability and operation economy and the necessity to consider prohibited rotor speed zone are verified.
