长三角高速铁路列控设备维护管理探索与实践

摘　　要：针对列控设备安全风险高、维护难度大、专业维护人才紧缺、智能化装备不足等突出问题,上海局认真贯彻落实国铁集团工作部署,树牢“高铁安全万无一失”的工作理念。以“杜绝软件数据错误、确保设备质量稳步提升、重大安全风险全面受控”为工作目标,坚持高标定位,在加强制度建设、保障软件数据安全、提升设备运用质量、夯实维护管理基础等方面积极探索,相继推出了优化生产组织、健全管理制度、完善维护标准、规范数据与软件管理、提升队伍素质、强化机制保障等13个方面的管理措施。通过持续规范管理,上海局列控设备故障率逐年下降,设备运用保持较好水平。在维护管理实践的基础上,提出“四个坚持”经验总结,为列控设备高质量维护提供参考和借鉴。In view of outstanding problems such as high safety risk,maintenance challenges,shortage of professional maintenance personnel and insufficient intelligent configuration for train control equipment,Shanghai Railway Bureau(SRB)has earnestly implemented the work deployment of China State Railway Group Co.,Ltd.and established the working concept of guaranteeing absolute safety of high-speed railways.SRB has set up the goal of eliminating software data errors,ensuring the steady improvement of equipment quality,and comprehensively controlling major safety risks.It adheres to high-standard positioning and actively explores in strengthening system building,ensuring software data security,improving the quality of equipment operation,and tamping the foundation of maintenance management.It has successively introduced thirteen aspects of management measures,such as optimizing production organization,perfecting management system,improving maintenance standards,standardizing data and software management,improving the quality of the team,and strengthening the mechanism guarantee.Through continuous standardized management,the failure rate of train control equipment in SRB has been decreased year by year.Combined with the maintenance practice,SRB puts forward the Four Persistence experience summary,which can be taken as reference for high quality maintenance of train control equipment.
