摘　　要：国际海事组织为适应船舶极地航行需要,制定了包括《国际极地水域船舶操作规则》在内的一系列船舶操作和运营规范。广义上极地规则的出台不仅是世界航运业的需要,而且有着深刻的政治经济背景。极地政治秩序的确立、世界经济秩序的调整、全球生态问题的治理等因素必定会影响极地规则的完善和执行。中国在积极参与和谐世界建设的过程中应以此为契机,进一步推动国际公约制定,实现北极地区和平稳定安全发展。In order to meet the needs of ships navigating in polar regions,the International Maritime Organization has developed a series of ship operation and management regulations,including“The International Code of Safety for Ships Operating in Polar Waters”.Broadly speaking,the introduction of polar rules is not only a necessity for the global shipping industry but is also rooted in profound political and economic contexts.Factors such as the establishment of polar political order,adjustments in the global economic order,and governance of global ecological issues will inevitably impact the improvement and implementation of polar rules.China should take this opportunity to actively participate in the construction of a harmonious world,further promote the formulation of international conventions,and achieve peaceful,stable,and secure development in the arctic region.
