摘　　要：有效的规制是政府与社会资本合作(PPP)的根本保障。研究PPP控制权配置和治理规制类型化对PPP公共利益目标和公私利益平衡的影响,构建PPP复合规制体系。在拓展控制权内涵、实现经济领域控制权与行政领域控制权统一的基础上,解构控制权,进而探究控制权配置和复合规制之间的内在契合性。依据PPP多元主体—利益平衡—控制权配置—规制工具策略—复合规制的脉络,从整体上建构PPP复合规制的逻辑体系。以控制权为视阈探究PPP复合规制,既能全面深入理解PPP的本质内容,又能从整体上建构PPP复合规制的逻辑体系。Effective regulation is the fundamental guarantee for the public-private partnership (PPP). This study investigates the impact of PPP control rights allocation and governance regulation typification on PPP’s public interest objectives and the balance of public and private interests, and then constructs a compound regulation system for PPP. Based on an expanded understanding of control rights and the unification of control rights in the economic and administrative domains, it deconstructs control rights and further explores the inherent compatibility between control rights allocation and compound regulation. Following the framework of PPP’s diverse entities, interest balance, control rights allocation, regulatory tool strategies and compound regulation, the study constructs the logical system of PPP compound regulation. This perspective enables a comprehensive and in-depth understanding of PPP while also establishing the logical system of PPP compound regulation as a whole.
