摘　　要：全过程人民民主是中国式现代化的本质要求。就其基本内涵而言,全过程人民民主就是将人民主权具体落实为人民治权的政治过程,作为一种整体性质的政治力量,人民不仅享有主权而且行使治权。更具体地说,全过程人民民主意味着人民群众能够通过各种途径和形式管理国家事务、社会事务和经济文化事业,并且通过这些政治参与协调国家与个人之间的关系,从而增进公共利益和维护个人利益。全过程人民民主是社会主义民主在中国特色社会主义新时代的实践形态,是在总结人民民主实践经验的基础上形成的升级版。全过程人民民主是同中国特色社会主义新时代相适应的,中国特色社会主义新时代为扎实践行全过程人民民主提供了一系列条件。全面发展全过程人民民主是一项长期的、系统性的工作,既要坚持基本战略稳步推进,又要突出重点取得实效。Whole-process people’s democracy(WPD)is the inherent requirement of Chinese path to modernization.In terms of its essential meaning,WPD is the political process of ensuring the people’s sovereignty as the people run the country.The people,as a holistic political force,not only enjoy sovereignty but also have the right to rule.More specifically,WPD means that the people can manage state affairs,social affairs,and economic and cultural undertakings through various channels and forms.It also intrinsically requires a coordinated relationship between the state and individuals through political participation,thereby enhancing public interests and safeguarding personal interests.WPD is an upgraded version formed on the basis of extracting the experience of people’s democracy,characterizing the advanced practice of socialist democracy in the new era of socialism with Chinese characteristics.WPD has evolved alongside the new era of socialism with Chinese characteristics,which has provided essential conditions for the implementation of WPD.In order to promote WPD in a comprehensive manner,it is vital to adhere to the basic strategy,and highlight its key points systematically and steadily so as to achieve substantial results.
