易地扶贫搬迁社区权力再生产的机理与逻辑——以贵州省天柱县T社区为例

摘　　要：易地扶贫搬迁是我国推进乡村振兴、消除绝对贫困的一项重大举措。基于贵州省天柱县T社区的案例,研究发现,易地扶贫搬迁社区的权力再生产源于社区建设中多重治理难题的化解。其中,换届选举是社区实现权力再生产的基础,凝聚了组织力量;集体资产是社区权力持续生成的内在动力源,提供了坚实的经济保障;良好的干群关系是社区权力再生产的落脚点,提升了居民的认同感和归属感。易地扶贫搬迁社区的权力再生产具有动态性,呈现出了依次递进的内在逻辑,即从“权力生成”到“权力巩固”再到“权力拓展”,历经了“生成”到“增长”的动态变化,具有“阶梯式”扩大的特征,为易地扶贫搬迁社区长期且稳定的发展奠定了坚实的基础。Relocation for poverty alleviation is a major measure for promoting rural revitalization and eliminating absolute poverty in China.Based on the case of T community in Tianzhu County,Guizhou Province,it is found that reproduction of power in relocated community stems from the resolution of multiple governance challenges in community construction.Among them,the general election serves as the foundation for the reproduction of power within the community,which consolidates organizational strength;Collective assets are the internal driving force for the continuous generation of community power,which provides solid economic security;A good relationship between officials and the masses is the foothold for the reproduction of community power,which enhances the residents’sense of identity and sense of belonging.The power reproduction of the relocated communities is dynamic and presents a sequential internal logic,that is,from“power generation”to“power consolidation”and then to“power expansion”.It has gone through a dynamic change from“generation”to“growth”,with the characteristic of“stepwise”expansion,laying a solid foundation for the long-term and stable development of relocated communities.
