摘 要:配电网是电力系统的重要组成部分,参与电能输送和分配,因此安全事故多发,面临着一系列风险因素。为保障电力安全生产和人员自身安全,在综述国内研究的基础上,依照作业任务、作业过程属性划分,将配电网风险分解为作业风险和动态风险。首先分析了配电作业过程中的危险点和风险因素,接着研究了配电作业任务的物理量场和风险场分布及特性,最后提出了动态风险评估模型,实现了风险等级量化,构建了分等级的风险实时多信号联动预警机制,提高了配电作业风险管控的水平。Distributing networks compose an important part of the electric system which participate in power transmission and distribution,and therefore,face high incidence of safety events and a series of risk factors.Inspired by a review of relevant domestic research,the distributing network risks were stratified into operational risks and dynamic risks according to operational task and operational process feature.First the hazardous points and risk factors in the distribution operation process were analyzed.Then the distributions and characteristics of physical variable field and risk field were studied.Finally a dynamic risk assessment model was proposed,which quantified the risk level,formed a graded real-time multi-signal-linkage warning mechanism,and exhibited the potential of promoting risk control in distributing operations.
