摘　　要：本文基于中国西部脱贫地区7个国家级脱贫县710户农户面板数据集,使用面板双栏模型实证检验了资本禀赋、风险感知对农户参与扶贫小额信贷决策行为的影响。结果表明,资本禀赋会正向影响农户参与扶贫小额信贷的决策行为;风险感知会负向影响农户参与扶贫小额信贷决策行为,并负向调节资本禀赋对决策行为的影响。人力资本(是否参加培训)和社会资本(是否参与合作社)对农户参与扶贫小额信贷意愿和获取信贷规模均有正向影响,人力资本(户主年龄)仅对农户参与扶贫小额信贷意愿有负向影响,而物质资本仅对农户获取信贷规模有正向影响。经过稳健性和内生性检验,结论依然稳健。因此,政府应着力培育农户资本禀赋,探索利益联结新模式,降低农户风险感知水平;引导大学生高素质人才流向农村以推动融合式发展。Based on panel data from 710 households in seven national-level poverty-alleviated counties in Western China,this study empirically examines the impact of capital endowment and risk perception on farmers'decision-making behavior in participating in poverty alleviation microcredit using a panel binary model.The results show that capital endowment positively influences farmers'decisions to participate in microcredit programs,while risk perception negatively affects their participation and moderates the positive effect of capital endowment on microcredit participation.Human capital(e.g.,entrepreneurship training)and social capital(e.g.,cooperative membership)positively influence both the willingness to participate in microcredit and the scale of credit obtained.In contrast,human capital(e.g.,household head's age)negatively affects only the willingness to participate,while physical capital positively affects only the scale of credit obtained.Robustness and endogeneity tests confirm the stability of these conclusions.Therefore,the government should enhance farmers'capital endowment,explore new models of benefit linkage,and reduce their risk perception.Additionally,policies should encourage the integration of highly skilled university graduates into rural areas to promote inclusive development.
