摘 要:为进一步优化旅客运输安全保卫流程,提高安保有效性及安保水平,首先采用因果分析法对“9·11恐怖袭击事件”进行分析,绘制因果分析图,通过事故树计算发现事故发生概率较高;然后计算并比较各关键环节重要度,基于结论与功能安全理论,结合民航旅客运输流程,针对关键环节提出改进措施,增加异常行为识别保护层,并对识别流程进行梳理优化;最后基于PDCA循环理论从计划、执行、检查、处理阶段入手,结合民航旅客运输流程及异常识别应用现状,构建旅客异常行为识别闭环体系。研究结论对于优化民航旅客运输流程、民航单位协调联动、保障航空安全具有重要意义。In order to further optimize the safety and security process of passenger transport and improve the effectiveness and level of security,Firstly,the causal analysis method is used to analyse the"9-1l terrorist attacks",draw a causal analysis diagram,and indicate the probability of occurrence of the accident through the calculation of the accident tree.Then,based on the conclusion of accident tree analysis and functional safety theory,combined with the process of civil aviation passenger transport,improvement measures are proposed for key links to increase the protection layer of abnormal behaviour identification and to sort out and optimize the identification process.Finally,based on the PDCA cycle theory,a closed-loop system of passenger abnormal behaviour identification is constructed starting from planning,execution,inspection and treatment.The conclusions of the study are of great significance for the optimization of the civil passenger transport process,the coordination and linkage of civil aviation units,and the protection of aviation safety.
