摘 要:为推进部门规范性文件《广州市建设项目停车配建指标规定》修订工作,开展了停车配建指标实施评估工作。回顾2018年前三轮停车配建指标管理政策,统计分析630个建设项目的配建取值,分析上下限管理效果。针对停车的实际需求,通过分区和分类型建筑进行指标的匹配性分析。评估表明随着城市发展和小汽车的持续增长,当前指标在分区管理、住宅类配建指标管理、医院类配建值、非动车配建管理等四个方面存在不适应性,并提出相应优化方向。To advance the revision of the departmental normative document titled"Regulations on Parking Facilities Construction Standards for Construction Projects in Guangzhou,"an evaluation of the implementation of parking facilities construction standards is conducted.By reviewing the first three rounds of parking facilities construction standards management policies prior to 2018,a statistical analysis is performed on the parking facility construction values of 630 construction projects to assess the effectiveness of the upper and lower limit management.Based on the actual parking demand,a matching analysis of the standards is carried out across different districts and types of buildings.The evaluation revealed that with the ongoing urban development and continuous growth in car ownership,the current standards are inadequate in four aspects:district-based management,residential parking facilities construction standards management,hospital parking facilities construction values,and non-motor vehicle parking facilities construction management.Corresponding optimization directions are also proposed.
