摘　　要：随着人工智能技术的飞速发展,AI大模型正成为推动数字政务现代化的重要技术之一。该文首先概述AI大模型的概念、特点和发展脉络,分析其在数字政务系统、数字政府中的应用场景,对AI大模型应用建设思路、开发技术和业务类型等进行分析研究,同时针对大模型应用建设中可能遇到的风险挑战提出对策建议。With the rapid development of artificial intelligence technology,AI large models are becoming one of the key technologies driving the modernization of digital government affairs.This paper first outlines the concept,characteristics,and development trajectory of AI large models,analyzes their application scenarios in digital government systems and digital governments.It conducts research on the construction ideas,development technologies,and business types of AI large model applications.Additionally,it proposes countermeasures and suggestions for potential risks and challenges in the construction of large model applications.
