跨境区域化发展与新时代中国边境安全治理

摘　　要：边境安全事关中国主权、安全与发展利益。“一带一路”倡议的实施,推动了跨境区域化发展和地区新发展格局的形成,边境地区已经成为一个跨境资源交流、安全问题联动、利益共生共存的独特空间场域。边境安全在内涵上不断深化与拓展、在外延上向区域性和多层化延伸,其不确定性、不稳定性显著增加。跨境区域化的发展对边境安全治理也提出了新要求。概言之,边境安全治理需要平衡和兼顾制度性开放与跨境流动监管、内外治理因素协调等问题。进一步做好新时代边境安全治理工作,在理念上,需要坚持政治固边、经济兴边和强军固防并举,推动实施新周边外交理念,推进新周边关系和“命运共同体”价值认同构建。在路径上,也应强化“五位一体”的边境安全管理体系,加强边境安全区域治理的双边、多边机制建设和平台搭建,建立健全周边安全工作协调机制,以推进边境安全的协同性和综合化治理。Border security concerns China's sovereignty,development and security interests.The implementation of the Belt and Road Initiative has promoted cross-border regionalization and the formation of a new regional development landscape,and the border regions have become a unique spatial field with cross-border resource exchanges,security linkages,and co-existence of interests.Border security is constantly deepening and expanding in its substance and extending to a regional and multilayered level at the same time,with its uncertainty and instability rising significantly.The development of cross-border regionalization has also created new requirements for border security governance.In a nutshell,border security governance needs to take into due account both institutional openness and the oversight of cross-border flows,and strike a balance between the two;it also calls for the coordination of internal and external governance factors.In the new era,border security governance requires consolidation of the border in the political sense,promotion of the economic development in the border regions,and strengthening of their military defense;it also entails adopting the new approach to neighborhood diplomacy,and promoting the building of new neighborhood relations and the value of the vision for a community with a shared future for mankind.In terms of pathways,it is essential to enhance the“five-in-one”management system in which the party,the government,the military,the police force and the residents work together for border security;it is also important to build more bilateral and multilateral mechanisms and platforms for regional security governance,and improve the coordination mechanism for it in order to promote its synergistic and comprehensive governance.
