摘　　要：随着全球气候变暖进程持续加快,中亚国家应对气候变化的脆弱性和紧迫性愈加凸显,吉尔吉斯斯坦尤是如此。气候变化不仅对其生态环境、生物多样性、粮食安全、能源安全等方面产生了较为显著的负面影响,而且成为其国内社会矛盾和地区紧张局势激化的重要诱因。为此,吉尔吉斯斯坦制定并实施了应对气候变化的国家战略与行动,持续推动气候治理的区域合作进程,积极开展应对气候变化的国际合作。然而,吉尔吉斯斯坦的气候治理仍然面临诸多挑战,主要表现为气候治理体系和治理能力存在问题,中亚国家之间尚未建立应对气候变化的多边合作机制,并受到全球气候治理不公和大国竞争的干扰。深入研究吉尔吉斯斯坦气候治理的路径和困境,有助于为中国和吉尔吉斯斯坦开展气候治理合作与共建“绿色丝绸之路”提供有益思路。The fragility and urgency of Central Asian countries to respond to climate change,especially Kyrgyzstan,has become a pressing issue as global warming keeps accelerating.Climate change not only exerts negative impacts on ecological environment,biodiversity,the security of food and energy,but also serves as a driving factor behind the intensification of domestic social conflict and regional tensions.Inresponse,Kyrgyzstan has developed and implemented its national strategy and taken actions to facilitate the process of regional and international cooperation.However,the country's climate governance is facing a series of challenges represented by problems with its system of climate governance and the ability to tackle it,an apparent lack of multilateral mechanisms for their cooperation,negative impacts from the unfairness in global climate governance and from the competition of major powers.An in-depth study of the paths and dilemmas of Kyrgyzstan's climate governance may provide useful ideas for China and Kyrgyzstan's cooperation along with their joint construction of a green Silk Road.
