摘　　要：消除贫困是联合国可持续发展议程的首要目标。中国基础设施融资能否对“一带一路”沿线国家产生减贫效应已成为中国海外发展融资成效的评估重点之一。文章构建了中国基础设施融资促进减贫的新机制。研究发现,中国基础设施融资能显著减缓“一带一路”沿线国家的多维贫困,这种影响主要通过加强治理能力、提升信息技术、加大教育资源投入和优化卫生健康环境等渠道实现。进一步地,项目类别、监管质量、共享繁荣溢价的异质性以及“一带一路”倡议实施前后减贫效应的异质性是评估基础设施融资减贫成效的重要指标。文章的研究结果不仅为“一带一路”沿线国家迈向繁荣奠定了理论基础,也为完善中国海外发展融资提供了参考路径。Eliminating poverty is the primary goal of the sustainable development agenda of the United Nations.Whether China's infrastructure financing can have a poverty reduction effect on the countries along the Belt and Road(B&R)has become one of the key points in evaluating the effectiveness of China's overseas development financing.This paper constructs a new mechanism for China's infrastructure financing to promote poverty reduction.The research shows that China's infrastructure financing can significantly alleviate multidimensional poverty in the countries along B&R,which is mainly achieved through strengthening governance capacity,improving information technology,increasing investment in educational resources and optimizing hygiene and health environment.Furthermore,the heterogeneity of project category,regulatory quality and shared prosperity premium as well as the heterogeneity of poverty reduction effect before and after the implementation of the Belt and Road Initiative are the important indicators for evaluating the poverty reduction effectiveness of infrastructure financing.The research results of this paper not only lay a theoretical foundation for the prosperity of the countries along B&R,but also provide a reference path for improving China's overseas development financing.
