国家标准与行业标准的原油静态计量对比分析

摘　　要：采用立式金属储罐进行原油静态计量是一种成熟的交接方式。现行标准GB 9110—1988《原油立式金属罐计量油量计算方法》、GB/T 19779—2005《石油和液体石油产品油量计算静态计量》、SY 5669—1993《石油及液体石油产品立式金属罐交接计量规程》对静态计量的计算方法进行了规定,通过对该三项标准的条文进行差异化比对,以及相同交接条件下的计算比对分析,从公平公正、科学准确计量的角度出发,采用GB/T 19779—2005相关要求进行静态计量计算,有利于交接双方在静态计量中有效地规避损失,维护企业的正当权益。Using vertical metal storage tank for crude oil static metering is a mature handover method.The current standards GB 9110-1988 Calculation method of oil metering of vertical metal tank,GB/T 19779-2005 Static metering of oil calculation of petroleum and liquid petroleum products,SY 5669-1993 Regulations for the metering of vertical metal tank of petroleum and liquid petroleum products specifies the calculation method for static metering.By comparing with article difference of three standards,and comparing analysis of calculations under the same handover conditions,from the perspective of fairness,justice,scientific and accurate metering,the relevant requirements of GB/T 19779-2005 are adopted for static metering calculation.The method can effectively avoid losses in static metering for both parties,and can safeguard the legitimate rights and interests of the enterprise.
