摘　　要：“公开”是对政府的要求,其最重要的价值是建立透明政府、廉洁政府,保障相对人和社会公众的知情权,防止腐败。“公平”是行政相对人而言的,公平最重要的价值是保障法律面前人人平等和机会均等,避免歧视对待。"Openness"is a requirement for the government.Its most import ant value is to establish a transparent and clean government,protect the right to know of the counterpart and the public,and prevent corruption."Fairness"is for administrative counterparts.The most important value of fairness is to ensure equality and equal opportunities before the law and avoid discrimination.
