摘　　要：[研究目的]尝试复盘“肉馅行动”,以期构建战略欺骗的实施路径。[研究方法]梳理“肉馅行动”这一欺骗计划的背景及主要行动经过,分析欺骗行动的筹划、设计以及实施各个环节,概括盟军采取的欺骗策略。[研究结论]在认知对抗愈益激烈的今天,战略欺骗这一谋略制胜的战争法则对于谋划战争仍具有重要现实意义,实施战略欺骗需要抓住几个关键:巧妙地顺应心理;设立核心的欺骗组织;具备强大的情报能力;实施高效的认知误导。[Research purpose]The study attempts to review Operation Mincemeat,to construct a path for the implementation of strategic deception.[Research method]This paper comprehends the background and the main course of action of the deception plan"Operation Mincemeat",analyzes the planning,design and implementation of the deception,and summarizes the deception strategies adopted by the Allies.[Research conclusion]In today's increasingly fierce cognitive confrontation,strategic deception,a law of war of strategic victory,is still of great significance to the planning of war,and the implementation of strategic deception needs to grasp several key points:skillfully adapting to the psychology,setting up a core deception organization,possessing a strong intelligence capability,and carrying out highly effective cognitive misdirection.
