摘　　要：[研究目的]通过对美国情报界“外国恶意影响中心”基本情况、工作重点、特色优势等的梳理分析,管窥美国反虚假信息和恶意影响情报工作的基本面貌,为我进行针对性斗争提供借鉴。[研究方法]在界定外国恶意影响概念内涵的基础上,运用文献分析法分阶段概述该中心更名前后的发展演变情况,梳理其职能任务、机构设置、工作原则和基本流程,从业务范围、路径方法、重点领域、核心目标等方面概括总结其工作特点,并从正反两方面对其进行分析评价。[研究结论]以“外国恶意影响中心”为代表的美国反虚假信息和恶意影响情报工作具有较为鲜明的优势特色,但其以“反外国恶意影响”之名行舆论霸权霸凌之实的做法值得警惕。[Research purpose]This paper tries to get a glimpse of the basic features of the U.S.intelligence work on countering foreign disinformation and malign influence through analysis of the basic work,priorities,characteristics and advantages of the U.S.Intelligence Community's"Foreign Malign Influence Center".[Research method]The paper first defines the concept and connotation of"foreign malign influence",then uses the literature analysis method to trace the development and evolution of the center,sort out its functions,tasks,institutional settings,working principles and basic processes,summarize its work characteristics from the business scope,approaches and methods,key areas,core objectives and other aspects,and analyze and evaluate its positive as well as negative aspects.[Research conclusion]Represented by"Foreign Malign Influence Center",the U.S.intelligence work on countering foreign disinformation and malign influence has relatively distinct advantages,but its practice of public opinion hegemony in the name of"anti-foreign malign influence"is worthy of vigilance.
