战略情报视域下美国智库气候治理话语权建构--以涉华气候议题研究为例

摘　　要：[研究目的]气候变化已经成为大国博弈的新领域,智库是美国气候治理国际话语权的重要支撑,在智力支持、宣传推介方面都发挥了作用。对美国智库在气候议题中的话语权建构进行分析,可以为提升全球气候治理“中国方案”的影响力探寻路径。[研究方法]基于谢尔曼·肯特的战略情报理论,将智库视为一种情报组织,从战略情报的知识、组织和活动三个方面分析了美国智库气候治理的话语权建构方式。[研究结论]美国智库在内容生产上注重新颖性和系统性的内容,在组织建设上以专业性和协同性优化结构,在传播活动上以综合化和议程化的战略传播为特征,由此构建了气候变化治理的国际话语权,这为中国智库在话语内容、组织架构和活动形式方面的建设提供了参照。[Research purpose]Climate change has become a new area of competition among great powers.Think tanks are important for the United States'international discourse on climate governance and play a role in intellectual support and promoting publicity.By analyzing the discourse power construction of American think tanks on climate issues,we can explore a path for enhancing the influence of the"Chinese solution"in global climate governance.[Research method]Based on Sherman Kent's strategic intelligence theory,the think tank is regarded as an intelligence organization,and the climate governance discourse power construction method of American think tanks is analyzed from three aspects:knowledge,organization and activities of strategic intelligence.[Research conclusion]American think tanks focus on novelty and systematization in content production,optimize the structure with professionalism and synergy in organizational construction,and are characterized by comprehensive and agenda-oriented strategic communication in communication activities.Therefore,it has built the discourse hegemony about global governance of climate change,which provides a reference for the construction of Chinese think tanks in terms of discourse content,organizational structure and activity forms.
