美国出口管制的政策体系及协调机制研究

摘　　要：[研究目的]基于美国强化对华歧视性出口管制背景,剖析美国出口管制的机构、对象和手段,梳理美国用于出口管制和制裁的13类清单架构及实施现状,探究美国出口管制的国内、国际协调机制和情报能力保障,为我国应对美国出口管制提出对策建议。[研究方法]采用数据挖掘、文献检索和统计对比等方法,围绕主管部门内部合作、政府部门间合作和国际合作三个层面剖析美国出口管制的协调机制。[研究结论]美国出口管制的有效实施得益于其良好的政策协调机制和完善的情报体系。为了精准地反制和高效地应对美国出口管制,建议我国政府加强针对美国出口管制的情报建设、研判美国出口管制的政策效果、拓展出口管制的国际合作、优化出口管制的情报体系。[Research purpose]In the context of the United States strengthening discriminatory export control against China,this paper analyzes the institutions,objects and means of the U.S.export control,reviews the policy structure and implementation of 13 types of lists used for export control and sanctions,explores the domestic and international coordination mechanism,intelligence capability construction of U.S.export control,and puts forward countermeasures and suggestions for China to cope with the U.S.export control policy.[Research method]Utilizing the methods of data mining,literature search and statistical comparison,this paper analyzes the coordination mechanism of U.S.export control from three levels:intra-competent cooperation,inter-governmental cooperation and international cooperation.[Research conclusion]The effective implementation of U.S.export control is highly depended on the sound policy coordination mechanism and perfect intelligence system.In order to counter American export control accurately and efficiently,it is suggested that China's government should strengthen the intelligence construction against U.S.export control,evaluate the effects of U.S.export control policy,expand international cooperation and optimize intelligence system of China's export control.
