摘　　要：国土空间规划实施监测评估是了解空间规划战略目标的实现情况、监督规划实施管理的重要手段,也是促进空间治理能力现代化的关键支撑。针对当前国土空间规划实施监测评估理论内涵不明晰、缺乏一套科学可用的监测评估指标体系的问题,在系统厘清国土空间规划实施监测评估内涵的基础上,探究国土空间规划实施监测评估指标体系的构建框架,并基于市级的规划定位和目标任务,构建覆盖全域、全类型、全要素的市级国土空间规划实施监测评估指标体系,以为完善国土空间规划实施监测评估理论、建立规划监测评估指标体系提供指引和参考。The monitoring and evaluation of territorial spatial planning implementation is an important means of understanding the achievement of strategic planning objectives,monitoring the implementation and management of planning,and a key support for the modernization of spatial governance capacity.However,current monitoring and evaluation of territorial spatial planning implementation is unclear in theoretical connotation,and lacks a set of scientific indicator system.With a systematic review of the connotation of monitoring and evaluation of territorial spatial planning implementation,a monitoring and evaluation indicator system for the implementation of municipal territorial spatial planning,covering the whole area,all types,and all elements,is constructed,based on its orientation,objective,and missions.It provides guidelines and references for the theoretical development and system construction of the monitoring and evaluation of territorial spatial planning implementation.
