摘  要:三峡工程是国之重器,具有防洪、发电、航运、水资源利用等巨大综合效益,直接关系到国家水安全、粮食安全、生态安全和能源安全,三峡工程运行调度管理是工程效益发挥的关键所在。在梳理三峡工程调度基本情况基础上,阐明三峡工程发电调度任务和原则,分析汛期运行水位上浮、中小洪水调度、汛末提前蓄水等提升综合效益的优化调度方式,总结了近年三峡工程调度实践成效。三峡工程产生了巨大的发电效益,对于三峡电力外送和全国电网联网具有重要意义。结合新时期长江流域水工程联合调度新要求和新条件,剖析了需要关注的重点问题,提出深入开展三峡水库汛期运行水位上浮研究、细化和优化三峡水库中小洪水调度方式、缓解上游水库群与三峡水库的汛末竞争性蓄水矛盾等下一步研究展望,促进提高水电站发电效益,增加蓄水期水量有效供给,提升工程综合效益,进而为三峡工程实时调度、三峡工程综合效益提高提供技术支撑。Being a national treasure,the Three Gorges Project generates enormous and comprehensive benefits for flood control,power generation,shipping and water resource utilization.It directly relates to water security,food security,ecological security and energy security of China,therefore project operation and scheduling management is crucial for benefit realization.Based on review,tasks and principles of scheduling for power generation are introduced.Optimization methods are evaluated,such as floating water level during flood season,scheduling of small and medium-sized floods,and early water storage at the end of flood season.Practical achievements of Three Gorges Project scheduling in recent years are summarized.Because power generated by the Three Gorges Project is huge,transmission and interconnection of its electricity to the national power grid is of great significance.With consideration of new requirements and conditions for joint scheduling of reservoirs in the Yangtze River Basin in the new era,analysis has been made on key issues need to be addressed.It proposes to take in-depth studies on dynamic control of operating water level of the Three Gorges Reservoir during the flood season,refine and optimize scheduling methods for small and medium-sized floods,alleviate competition on water between upstream reservoir group and the Three Gorges Reservoir at the end of the flood season,and improve power generation efficiency of hydropower stations,increase effective supply of water during the storage period and comprehensive benefits,in order to provide technical support for real-time scheduling and benefit generation of the project.
