摘  要:三峡水库是我国目前最大的淡水资源战略储备库,水质安全是保障三峡工程长期稳定运行的重要方面。三峡水库蓄水以来,库区水质保护机制正常运行,库区各项水环境保护工作扎实推进,库区干流水质稳定向好,库区范围内污染控制与治理取得阶段性胜利。但三峡水库水质保护还存在一些问题,包括支流富营养化及水华评判缺乏标准、支流富营养化及水华现象常态化、库区农业面源污染形势不容乐观、库区集镇污水收集治理存在制约等。新发展阶段对三峡工程安全管理提出新的需求,为了确保三峡工程长期安全运行和持续发挥综合效益,应加强库区水质评估标准体系研究,加强监测感知新技术研发与应用,优化支流富营养化及水华综合防控技术,强化库区点面源污染控制新技术研发,完善水库水质管理体制机制建设,为确保三峡工程长期安全运行和综合效益持续发挥、助力长江经济带高质量发展提供支撑。The Three Gorges Reservoir is currently the largest strategic reserve of freshwater resources in China.Therefore safeguarding water quality plays a key role in the long-term and stable operation of the reservoir.Since the impoundment of the Three Gorges Reservoir,water quality protection mechanism in the reservoir area has been put into normal operation,with various measures for water environment protection.Water quality of the mainstream in the reservoir area has remained stable and improved.Pollution control within the reservoir area have seen a remarkable result.However,challenges are remained,such as lacking of assessment standards for eutrophication and algal blooms,frequent happening of eutrophication and algal blooms in the tributaries of the Yangtze River,agricultural non-point source pollution in the reservoir area,and inefficient sewage collection and treatment in the local towns and villages.The new development stage puts forward new requirements for the safety management of the Three Gorges Project.In order to ensure the long-term safe operation of the Three Gorges Project and continuously exert comprehensive benefits,it needs to strengthen research on standard system for water quality assessment,application of new monitoring and perception technologies,comprehensive prevention and control of eutrophication and algal blooms in tributaries,new technology research and development for controlling point and non-point source pollution in the reservoir area,improve water quality management system and mechanism,so as to provide support for the long-term and safe operation and benefit generation of the Three Gorges Project,and high-quality development of the Yangtze River Economic Belt.
