乡村“产业-生态”协同振兴下青岛市农村经济和环境协调发展测度研究

摘　　要：协调农村经济发展和环境保护的矛盾,避免落入先污染后治理的传统发展模式,是乡村振兴战略的内在要求。采用综合指数模型和耦合协调度模型,探讨青岛市农村经济系统与农村环境系统的协调发展水平。研究结果显示,2000—2022年青岛市农村经济系统与环境系统协调发展水平处于波动上升趋势,由协调过渡区间提升到协调发展区间,除2022年外,其他年份的农村环境系统发展水平高于农村经济系统发展水平,属于经济滞后型。因此,建议青岛市在乡村振兴战略实施过程中,通过充分发挥政府治理功能和作用,提高政策供给的精准度,实现青岛市农村经济与农村环境协调发展,实现农村经济高质量发展。Reconciling the contradiction between rural economic development and environmental protection and avoiding falling into the traditional development pattern of"treatment after pollution"are the inherent requirements of the rural revitalization strategy.This study uses composite index model and coupling coordination degree model to explore the coordination development level of rural economic system and rural environmental system in Qingdao.The research results show that from 2000 to 2022,the coordinated development level of the rural economic system and the environmental system in Qingdao was in a fluctuating upward trend,rising from the coordinated transition interval to the coordinated development interval.Except in 2022,the development level of the rural environmental system in other years was higher than that of the rural economic system,which belongs to the economic lag type.Therefore,it is recommended that during the implementation of the rural revitalization strategy in Qingdao,by giving full play to the governance functions and roles of the government and improving the accuracy of policy supply,the coordinated development of the rural economy and the rural environment in Qingdao can be realized,and the high-quality development of the rural economy can be achieved.
