高质量发展下山西省三级公立中医医院“1+N+X”专兼职运营管理模式的建设研究

摘　　要：近年来,我国医药卫生体制改革蹄疾而步稳,西医类综合医院已整体迈入高质量发展的新征程,中医医院正面临着高质量发展的关键转折点。山西作为传统中医药文化大省,三级公立中医医院运营管理水平较为落后,未建立真正意义上的运营管理模式,目前还处在一个不断探索的实践过程中。本文通过分析总结四川大学华西医院和上海交通大学医学院附属新华医院两家公立医院运营管理模式的成功实践经验,结合山西省三级公立中医医院运营管理困局,探讨高质量发展下“1+N+X”专兼职运营管理模式在医院生存和发展中的重要作用,从而进一步加强医院运营管理制度建设,提升医院精细化管理水平,促进医院高质量发展,为加快健康山西建设提供有力支撑。In recent years,China’s healthcare system reform has been steadily advancing at a rapid pace,with general hospitals specializing in western medicine having already entered a new phase of high-quality development,while traditional Chinese medicine hospitals are currently facing a crucial turning point in their high-quality development.Shanxi,as a traditional province with a rich culture of traditional Chinese medicine,has relatively poor operational management levels at its tertiary public Chinese medicine hospitals,and has not yet established a truly meaningful operational management model.It is currently in a process of continuous exploration.By analyzing and summarizing the successful practical experience of operation and management mode of two public hospitals,West China Hospital of Sichuan University,and Xinhua Hospital Affiliated to Shanghai Jiao Tong University School of Medicine,and combining the operation and management difficulties of tertiary public traditional Chinese medicine hospitals in Shanxi Province,this paper discusses the important role of“1+N+X”full-time and part-time operation management mode in the survival and development of hospitals under high-quality development.In order to further strengthen the construction of hospital operation and management system,improve the level of fine management of hospitals,promote the high-quality development of hospitals,and provide strong support for accelerating the construction of healthy Shanxi.
